"Long have I guarded Shenkuu and its citizens from harm. Though it is not common knowledge, an emissary of the Emperor is aboard this ship, and so I must travel with it to ensure that he comes to his destination alive and unharmed. Forgive my bluntness, but I doubt you can do any better than I, as you lack my training."
To beat him you must get 1,600 points in Cloud Raiders.
Prize is Sturdy Battle Shield for the 500 winners. Additionally, you get a Gold Trophy and 20,000 Neopoints if you are one of the first 10, Silver Trophy and 10,000 Neopoints if you are between the 11th and 50th, and a Bronze Trophy and 3,000 Neopoints if you are between 51st and 500th.
